Mark of the theives

All theives have this mark on there upper arms,back, ect.
They keep it hidden at all times, unless they want to die

If a Milita sees the mark, it is a valid reason to kill you.
They cant rip off all your clothes to find the mark just out of nowhere.
They have to see you steal or someone accuses you.

Oblivion Thieves guild master question..?
I have become the guild master of the Thieves Guild and once you can go into the masters quarters can you use the storage space in there as if it were your home?
